A monument of industrial architecture, characterizes the level of construction of equipment of the pre-revolutionary period in the Northern regions of the republic.
In accordance with the construction plans, a water tower was built in 1913, serviced by the power plant of the city power plant. The reason for the construction was the commissioning of the Troitsk-Kustanai railway in 1913. The first train on the still unfinished track arrived in Kostanay in October 1913, and by the end of 1914 the railway was already working normally.

The building of the water tower is located on the Forecourt. It is an octagonal structure (2 tiers), built of burnt brick and sandstone on a rubble stone foundation. The third tier is cylindrical. The lower part is the base, made of sandstone with rustication.
The entrance is oriented to the northwest. The entrance opening is rectangular in shape with a paneled door, above it there is a window opening with an archivolt of sandstone and burnt brick. The window openings located on the other sides of the base also have an arched completion, with platbands made of burnt brick and sandstone sandstones. Above them, on the same sides, but already at the level of the second tier, there are rectangular window openings that end in a three-quarter circle, decorative elements in the form of pediments are located between the window openings.
The third tier ends with a spherical dome, covered with galvanized iron on a wooden crate, has window openings of the same shape as on the first tier. A wide multi-volume cornice completes the facade surface of the tower. Inside the structure there is a spiral staircase leading up.
