The building of the Regional Executive Committee (A. Baitursynov KSU)

Characterizes the architecture of public buildings of the pre-war period in the northern regions of Kazakhstan.

On August 9, 1936, the Council of People's Commissars of the USSR decided to begin construction of the House of the Regional Council of People's Deputies (Regional Executive Committee), or the palace, as it was then called in Kostanay. The construction site on the street was approved . Sovetskaya, between Tolstoy and Lenin Streets (Baitursynov, Tolstoy, Al-Farabi streets). The full-time contingent of the regional administrative apparatus for 1936 was approved (106 people, 20 of them - the regional executive committee). The construction was supposed to be completed in 1937.

However, the construction of the House of Soviets was delayed for six long years. All the time there was a shortage of bricks, then timber, then cement, then iron. During the construction of the building, the surviving brick from the destroyed St. Nicholas Cathedral was partially used. Even with 40 Stakhanovites out of the total number of workers, the planned plans were not carried out. By 1938, it turned out that the project of the House of Soviets was intended for the city Council and did not correspond to the regional purpose. The regional Executive Committee approved the redevelopment plans of the House of Soviets submitted by the regional Committee.

At the end of 1941, allocations for electrification and telephony of the House of Soviets were increased and a commission for its acceptance was approved. And only on December 12, 1941, all the work was completed.

Now it is the building of the Kostanay State University named after A. Baitursynov, founded in 1939 (until 1955 – teacher's, since 1955 – pedagogical Institute). In August 1992, it received the status of a state university. In April 1996, KSU was named after A. Baitursynov.

Description of the monument

The dating of the monument is the 30s of the XX century.

The building of the regional executive committee consists of four rectangular volumes, three of which, parallel to each other, are adjacent to the main, the longest volume, thus resembling the letter "W" in the plan. The main, strongly elongated south-eastern facade faces Baitursynov Street. The monotony of the elongated facade is broken by risalites with porticos. The central risalit with a four-column portico on a stylobate with steps, I organize the central entrance, is highlighted by the step of the projection, the height of the portico in all three floors of the building and the attic crowning the portico. The attic is horizontally divided by a cornice with crackers, interrupted in the middle by a cartouche in the form of the coat of arms of the Republic of Kazakhstan. The surface of the walls of the remaining risalites is highlighted with rust, and the two-column porticos are two stories high. The interstitial planes of the facade are divided vertically by pilasters, which also unite the first and second floors and rest on a profiled belt, under which the interstory cornice passes. The columns of the porticos, cornices, profiled belts and pilasters alternating with the windows of the central risalite are highlighted in white. The walls and partitions are made of burnt brick, plastered and whitewashed. The foundation is rubble, ribbon. The base is lined with granite. Construction volume – 54824 m3.
