Ivan Fomich Pavlov (1922 – 1950) was born in the village of Boris-Romanovka, Kustanaysky district, Kustanay region. After graduating from the Chkalov Military Aviation School, in June 1942, he went to the front. I.F. Pavlov made 250 sorties during the war. In February 1944, Ivan Fomich Pavlov was awarded the title Hero of the Soviet Union.
On February 23, 1945, the Presidium of the Supreme Soviet of the USSR awarded I.F. Pavlov the second Gold Star medal. After the end of the war
- F. Pavlov was sent to study at the M.V. Frunze Air Force Academy, from which he successfully graduated in 1949.
- F. Pavlov tragically died on October 12, 1950 in the line of duty, during a night training flight. On October 20, he was solemnly buried at the city cemetery in Kostanay – now the Alley of Heroes in Victory Park.
In 1952, a monument to the hero was erected on Victory Square (now the square near the building of the city Akimat). The sculptor is Dmitry Petrovich Schwartz.

The bust is made of bronze, mounted on a conical granite pedestal. I.F. Pavlov is depicted in a military uniform with all the insignia and a set of awards. The height of the bust is 70 cm, the pedestal is 2.5 m.
On the pedestal there is a memorial plaque with an inscription in Russian containing information about the awarding of the Hero of the Soviet Union I.F. Pavlov with the second Gold Star medal.
