The historical monument testifies to the events of the development of virgin and fallow lands. On February 28, 1954, at 10:50 a.m., the first echelon of Komsomol members and young people from Ukraine arrived at the Kustanai station to develop virgin and fallow lands.
On November 27, 1979, the Kostanay City Executive Committee decided "To install a steam locomotive on the forecourt that delivered pervotselinnikov to the city of Kostanay." On February 23, 1980, this decision was implemented. The locomotive was installed on the station square of Kostanay as a symbol of friendship of peoples, as a symbol of the raised virgin land of Kostanay.
Later, the locomotive monument was moved to the square next to the railway station.

The steam locomotive "EU 702-89" is installed on a section of rail track 30 meters long. Steam locomotives of the "E" series were produced in Russia, the Soviet Union from 1912 to 1957 inclusive. The locomotive was built in 1930. The index "y" means that the locomotive is reinforced.
