(1912, Karaoba village, Sarykol district, Kostanay region - 1970) was a public and statesman, literary critic, publicist, writer, Minister of Culture of the Kazakh SSR.
After graduating from the Central Asian Planning and Economic Institute in 1933, he worked as the director of a trade college in the city of Kyzyl-Orda, an employee of the People's Commissariat of Light Industry of the Kazakh SSR. Since 1938 - Head of the Department of the People's Commissariat of State Control of the Kazakh SSR, later People's Commissar of Trade of the Kazakh SSR. Since 1955, Secretary of the North Kazakhstan Regional Committee of the CPC. Since 1959 - Director of the Kazakhfilm film studio, in 1960-1961 - Adviser to the Council of Ministers of the Kazakh SSR.
Since 1961 - First Deputy Chairman of the State Planning Committee of the Council of Ministers of the Kazakh SSR, from 1967 until his death - Minister of Culture of the Kazakh SSR.
Omarov is the author of articles on economics, literature and art of Kazakhstan. He was awarded the Order of Lenin, two Orders of the Red Banner of Labor, the Order of the Badge of Honor and many medals. Since 2001, the Kostanay Regional Kazakh Drama Theater has been named after Ilyas Omarov.
